These movements are not simply about introducing new technology.
Rather, they represent an attempt to rethink how AI should be used within government.
Government AI is somewhat different from the typical adoption of generative AI.
It can be understood as:

In contrast, generative AI widely used in the private sector assumes that users freely experiment to extract value.
However, in government settings, the following are critically important:
- Protecting confidential information

From this perspective, governance alone is not sufficient.
It is not enough to merely control the use of AI safely.
The real question is how AI outputs are connected to actual operational decisions.
Which decisions should be automated?
Where should humans intervene?
How should decisions be recorded and improved over time?
Without this “design of decision-making,” Government AI may be safe, but it will not become a system that fundamentally transforms operations.
